The City of Vaughan – Integrated Urban Water Master Plan EA and Stormwater
Water management has never been more critical for urban development. The City of Vaughan’s Integrated Urban Water Master Plan EA is a testament to the importance of innovative water solutions that municipalities and land developers must pursue. This case study aims to provide valuable insights into the project, its relevance, and key lessons learned.
Client Overview
The City of Vaughan is a growing urban centre with a population that has increased rapidly over the past few decades. This growth demands a robust and sustainable water management system to support its residents and businesses. To meet these needs, the City of Vaughan engaged Civica Infrastructure Inc. to update its water, wastewater, and stormwater master plans.
Project Description
The Integrated Urban Water Master Plan EA led by Civica involved updating the City-wide plans initially completed in 2014. This comprehensive project encompassed various components including wastewater system modelling, sewage water management, and water flow monitoring systems. Civica, serving as the lead consultant, collaborated with six subconsultants to bring specialized expertise to the table.
A key aspect of this project was maintaining open communication channels with partners, the public, and other stakeholders. This included announcing the project’s commencement, providing updates on major milestones, hosting public information centres, and addressing all inquiries. The project aimed to develop sustainable and financially responsible infrastructure solutions.
Relevance of Experience
Civica’s extensive experience in environmental monitoring, flow and rainfall monitoring, and data analysis was essential to the project’s success. The scope of work included developing a Low Impact Development (LID) Standards and Design Manual, Functional Servicing Strategy Reports, and Dual Drainage Modelling for stormwater systems. These elements were crucial in addressing the needs of select Secondary Plan Areas, Major Transit Station Areas, and Regional Intensification Corridors.
Civica also focused on accurate model input data through field investigations, ensuring reliable outputs. Their expertise in dual drainage modelling and hydraulic modelling analysis facilitated the creation of detailed maps and reports. Inflow/infiltration analysis, water infrastructure performance monitoring, and surface water hydrology analysis further contributed to the comprehensive nature of the plan.
Lessons Learned
Accurate Data Collection
One of the most critical aspects of the project was obtaining precise model input data. This was achieved through rigorous field investigations, additional flow and rainfall monitoring, and stringent QA/QC measures. Accurate data collection is pivotal for the success of any water management modelling project.
Effective Communication
Consistent communication with multiple stakeholders, including the City and other consultants, was crucial. Keeping all parties informed and engaged ensured the smooth progress of the project and facilitated the development of effective and sustainable solutions.
Importance of Collaboration
The collaboration between Civica and its six subconsultants brought together diverse expertise, which was instrumental in addressing the complex challenges of the project. This collaborative approach allowed for a comprehensive understanding of the urban water management needs of the City.
Embrace a Sustainable Future with Civica
The City of Vaughan’s Integrated Urban Water Master Plan EA demonstrates the value of innovative water management solutions through advanced system modelling and monitoring. This case study highlights the importance of accurate data, effective communication, and collaboration for municipalities and developers to create sustainable and financially responsible water systems.
